CAMBRIDGESHIRE HIGHWAYS SELECTS BIW TO MANAGE 40,000 PROJECTS A YEAR

 BIW Contract Administration to support work totalling £27.5m/year

Cambridgeshire Highways, a joint initiative by Cambridgeshire County Council and contracting partner Atkins, is to use a project control platform from UK-based Software-as-a-Service technology provider BIW Technologies (BIW) to manage around 40,000 small projects a year, currently valued at approximately £27.5m per annum. The BIW system will provide a central repository for all documents, drawings and other information, and will support contract administration workflows associated with the NEC3 form of contract.

In 2006, Cambridgeshire County Council commenced a ten-year framework agreement with Atkins to deliver all highways-related work across the county. With around 40,000 small projects a year – ranging from numerous pothole repairs and road-sign and white-line works up to the design and construction of new road-bridges - Cambridgeshire Highways opted to use a web-based system to manage information. Including the core team and four first tier suppliers, some 200 users will have secure access to the system once it is rolled-out in July 2009.

The BIW platform includes its core document management module, creating an online repository of documents, drawings and related information that can be accessed 24/7 by authorized users from any internet-connected computer. Additionally, as Cambridge Highways’ work is administered using the NEC3 Term Services Contract (TSC), a configuration of the BIW Contract Administration module was designed to meet Cambridgeshire Highways’ exacting contract management, reporting and monitoring needs.

Louise Collier, the Council’s network manager and service manager for the BIW project says:

"The BIW system offers an excellent combination of comprehensive document management and contract administration features. The sheer volume of small projects we undertake means we need a powerful project control system, and we are currently in the process of populating the platform with project data ahead of a ‘go-live’ launch of the system in July."

BIW chief executive Colin Smith says:

"The BIW platform is proven across many organisations’ geographically-dispersed, multi-project programmes of engineering projects. Cambridgeshire Highways is demonstrating the value of the system in managing high volumes of minor repairs and improvements – all within the rigorous project management requirements of the NEC3 TSC contract."
